Providing evidence that the Scouting program is beneficial to young people is
important to the BSA's key audiences. Many pieces are available for local
council use, including the latest literature developed on national outcomes
studies, the "BSA Environmental Scan," and a kit to aid with local
research projects.
Environmental Scan
The "Environmental Scan" is a supplement to the National
Strategic Plan and is provided as a tool to assist with the development of local
council strategic plans, publications, presentations, and marketing tools. It
includes the most up-to-date secondary data available from governmental
agencies.

This guidebook is designed to help councils develop
